In construction, a structure is only as strong as its foundation. For Fox Cities Builders, that foundation isn’t just concrete and steel, it’s four core values: hardworking, trustworthy, respectful and doing the right thing. As the Seymour-based design-build firm prepares to celebrate its 25th anniversary in October 2026, it enters this milestone with the same conviction that launched the company in 2001: helping people transform their lives by “making things happen” through building buildings, values that have driven its growth from a small startup into a trusted partner for agricultural and commercial projects across Wisconsin.

Rooted in the region

Co-founder and CEO Phil Ullmer and original partner and co-founder Jay Vanden Heuvel both grew up on dairy farms, so agricultural construction was in their blood from day one. That connection shaped an early focus on complex ag facilities — especially technology‑forward dairy projects such as robotic freestall barns, rotary milking parlors, and calf facilities — where Fox Cities Builders is known for integrating concrete, steel, and advanced equipment into one coordinated package. That same discipline has supported steady diversification into commercial work, including manufacturing facilities, retail spaces and offices; projects that demand careful planning, tight coordination and consistent communication.

A different kind of design-build partner

Fox Cities Builders views every project as a true building journey, not just a transaction. From the earliest concepts through final completion, we work closely one-on-one with our clients, maintaining clear, consistent communication so they are always informed, involved and confident in the process.

Our partnership approach means we listen first, collaborate often, and guide decisions with transparency and accountability. With a strong emphasis on self-performing critical aspects of the work, Fox Cities Builders maintains greater control over quality, schedules, and outcomes — delivering a smoother experience and a finished project that reflects our shared vision from start to finish.

A culture of excellence

Fox Cities Builders’ culture is rooted in intentional growth, strong leadership and a deep commitment to people. What began as a small operation has grown into a dynamic organization supported by a capable and aligned leadership team. In 2024 CEO and founder Phil Ullmer and COO and principal Travis Ullmer acquired Vanden Heuvel’s ownership — he continues to contribute within the company — reflecting a culture built on respect, continuity and shared vision.

Equally important to project success is creating a workplace where individuals can thrive. Fox Cities Builders invests in long-term careers through ongoing training, leadership development, job shadowing and cross-training opportunities. This people-first approach was recognized in 2024 when an independent workforce research group named Fox Cities Builders one of Wisconsin’s Top 10 Best Places to Work in Manufacturing, reinforcing a culture centered on safety, stability and opportunity.

What’s next

Fox Cities Builders remains committed to its purpose: empowering employees and building facilities that move communities forward. As the company marks 25 years in 2026, its leaders say it’s still “writing the history” of its commercial and agricultural work — anchored by the belief that when core values align, buildings become platforms for people, businesses and communities to grow.
